Montreal Silent Protest for Peace

The Union of Armenian Community of Quebec and Canadian human rights activists organized a silent protest on Saturday, September 24, 2022, to call upon the Canadian Government to immediately condemn and sanction Azerbaijan for starting a military invasion against the Republic of Armenia as of September 12, 2022.

The protest was held at the Genocide Memorial in Montreal, Quebec. Several representatives of municipal and local authorities attended the protest in addition to the Federal Member of Parliament Alexandre Boulerice.

Sous faux prétexte de provocations arméniennes le long de la frontière Arméno-Azérie, l’Azerbaïdjan a lancé une attaque militaire contre la République d’Arménie le 12 septembre. Munies d’artillerie sophistiquée et de drones, les forces azéries ont pris d’assaut la frontière orientale de l’état souverain de l’Arménie, ciblant les localités arméniennes de Goris, Sotk, Jermuk, Vardenis, Kapan et 37 villages avoisinantes, incluant des infrastructures civiles et des résidences. La prise de la ville de Jermuk change la nature de cette agression; en effet, on ne parle plus d’affrontements frontaliers mais d’une invasion d’un état souverain reconnu par les Nations Unies. Le côté arménien déplore 135 décès et plusieurs blessés, ainsi qu’un certain nombre de soldats détenus par l’Azerbaïdjan comme prisonniers de guerre. Notons que Jermuk est un centre de villégiature, une ville d’eaux thermales de grande renommée dans la région. Ce secteur approvisionne en eau potable plusieurs localités avoisinantes. Les attaques contre les réservoirs d’eau de Jermuk auront un impact humanitaire et écologique catastrophique.

Cette agression représente une tentative avouée d’invasion du territoire de la République d’Arménie, en violation avec les lois internationales. Elle met à rude épreuve l’équilibre précaire dans la région ainsi que la paix globale. Cette invasion initiée par l’Azerbaïdjan contre l’Arménie ne se produit pas en terrain contesté ni dans une zone grise, mais bien à l’intérieur des frontières internationalement reconnues d’un état membre des Nations Unies. Il s’agit d’un crime contre l’humanité en violation des lois internationales, de la même nature que l’invasion de l’Ukraine.

Le Canada a récemment annoncé en grande pompe l’ouverture prochaine d’une ambassade à Erevan, la capitale de l’Arménie, en soutien à la démocratie libérale bourgeonnant dans le Caucase du Sud. Nous demandons que le Gouvernement du Canada agisse en accord avec ses valeurs démocratiques et prenne position immédiate contre l’Azerbaïdjan. Le Canada fait preuve d’un double standard dans sa politique étrangère en condamnant l’agresseur russe Poutine, tout en maintenant des liens serrés avec Aliyev, le dictateur et agresseur Azerbaïdjanais. Le Gouvernement du Canada se doit de tenir l’Azerbaïdjan responsable de ses actes. Les crimes contre l’humanité perpétrés par l’Azerbaïdjan doivent cesser immédiatement.

Nous pressons le Gouvernement du Canada à imposer des sanctions militaires et financières à l’Azerbaïdjan, tout comme cela est fait pour la Russie, et de faciliter le déploiement de forces internationales de maintien de la paix pour protéger l’Arménie. Le Canada doit offrir le même support à la population indigène de l’Arménie que pour le peuple de l’Ukraine.

Subject: Canada to immediately condemn and sanction Azerbaijan for launching a war against Armenia.

Using the false pretext of Armenian provocations along their shared borders, Azerbaijan launched a military attack against the Republic of Armenia on September 12. Azerbaijan, using sophisticated artillery and drones (UAVs), targeted the entire eastern border between two sovereign countries. The Armenian towns and villages of Goris, Sotk, Jermuk, Vardenis, Kapan and 37 nearby villages and civilian infrastructure, including residential homes were targeted by Azerbaijani forces. They have physically entered Jermuk which officially has turned this aggression into an invasion of the territories of a sovereign country. The Armenian side has confirmed 135 killed to date, many more are injured and several soldiers have been detained by the Azerbaijani army as prisoners of war. It must be said that Jermuk is a city of thermal waters and it supplies drinking water to several neighboring communities. The attacks on the water reservoirs of Jermuk will have a catastrophic humanitarian and ecological impact.

This renewed aggression is an outright attempt to invade territories of the Republic of Armenia, violating international laws and further jeopardising global security. This invasion initiated by Azerbaijan against the democratic Republic of Armenia is not happening in a contested area, nor in a grey zone, rather inside the internationally recognized territories of the Republic of Armenia. This is a crime against humanity violating international laws similar to the war against Ukraine.

Canada made a historical announcement a few months ago to open an embassy in Yerevan, Armenia to defend and support the blossoming liberal democracy in the Southern Caucasus. We expect the Government of Canada to act according to its democratic values and take an immediate stance against Azerbaijan. Canada is showing double standard in its foreign policy by confronting war aggressor Russia’s Putin, while keeping close ties with dictator and aggressor Aliyev of Azerbaijan. The Canadian government needs to take action to ensure that Azerbaijan is held accountable for its actions and that these crimes against humanity stop immediately.

We urge the Canadian Government to sanction Azerbaijan militarily and financially, as it has done with Russia, and to facilitate the deployment of international peacekeepers to protect Armenia. Canada should treat the indigenous population of Armenia with the same support as it showed to the people of Ukraine.

Թեմա՝ Գանատան անյապաղ պէտք է դատապարտէ եւ պատժէ Ատրպեյճանը Հայաստանի դէմ պատերազմ սկսելու համար։

Ատրպէյճանական զինուժի թիրախ դարձած են հայկական Գորիս, Սոթք, Ջերմուկ, Վարդենիս, Կապան քաղաքներն ու գիւղերը եւ յարակից 37 գիւղերն ու քաղաքացիական ենթակառուցուածքները, որոնց շարքին՝ բնակելի տուները։ Անոնք ֆիզիկապէս մտած են Ջերմուկ, որով պաշտօնապէս այս ներխուժումը վերածեր են ինքնիշխան երկրի մը տարածքներու վրայ ներխուժման գործողութեան։ Հայկական կողմը հաստատեր է թէ մինչեւ օրս կան 135 զոհուածներ, վիրաւորուած են շատեր, եւ քանի մը զինծառայողներ ալ գերեվարուած են Ատրպէյճանական բանակի կողմէ՝ որպէս ռազմագերիներ։ Պետք է ըսել, որ Ջերմուկը ջերմային ջուրի քաղաք է եւ խմելու ջուր կը մատակարարէ յարակից քանի մը համայնքներու։ Ջերմուկի ջրամբարներու վրայ յարձակումները կ՚ունենան մարդկային եւ բնապահպանական աղետալի ազդեցութիւն։

Վերսկսած ներխուժումը Հայաստանի Հանրապետութեան տարածքներ բացայայտ փորձ է խախտելու միջազգային օրէնքները՝ յետագային վտանգելով համաշխարհային անվտանգութիւնը։ Հայաստանի դեմոկրատական ​​Հանրապետութեան դէմ Ատրպէյճանի սանձազերծած այս ներխուժումը տեղի կ՚ունենայ ոչ-վիճելի տարածքներու վրայ, ոչ ալ չէզոք գօտիի վրայ, այլ՝ Հայաստանի Հանրապետութեան միջազգայնօրէն ճանչցուած տարածքներէն ներս։ Սա մարդկութեան դէմ ուղղուած յանցագործութիւն է, որ կը խախտէ միջազգային օրէնքները, ինչպէս Ուկրաինայի դէմ Ռուսական Դաշնութեան յարձակումը։

Գանատան երկակի չափանիշներ կը ցուցադրէ իր արտաքին քաղաքականութեան մեջ՝ դիմակայելով պատերազմական նախայարձակ Ռուսաստանի Պուտինին՝ միաժամանակ սերտ կապեր պահպանելով Ատրպէյճանի բռնապետ եւ նախայարձակ Ալիեւի հետ։ Գանատայի կառավարութիւնը պէտք է միջոցներ ձեռնարկէ, որպէսզի Ատրպէյճանը պատասխանատուութեան ենթարկուի իր գործողութիւններուն համար, եւ որ անյապաղ դադրեցնէ մարդկութեան դէմ յանցագործութիւնները:

Մենք կոչ կ՚ընենք Գանատայի կառավարութեան ռազմական եւ ֆինանսական պատժամիջոցներ կիրարկել Ատրպէյճանի նկատմամբ, ինչպէս ըրած է Ռուսաստանի դէմ, եւ նպաստել միջազգային խաղաղապահներու տեղակայմանը Հայաստանի պաշտպանութեան համար: Գանատան պէտք է Հայաստանի բնիկ բնակչութեան հետ վերաբերի նոյն աջակցութեամբ, ինչ ցոյց տուաւ Ուկրաինայի ժողովուրդին։

Թեմա՝ Կանադան անհապաղ պետք է դատապարտի և պատժի Ադրբէյջանը Հայաստանի դեմ պատերազմ սկսելու համար։

Ադրբեյջանական զինուժի թիրախ են դարձել հայկական Գորիս, Սոթք, Ջերմուկ, Վարդենիս, Կապան քաղաքներն ու գյուղերը և հարակից 37 գյուղերն ու քաղաքացիական ենթակառուցվածքները, որոնց շարքին՝ բնակելի տները։ Նրանք ֆիզիկապես մտել են Ջերմուկ, որով պաշտոնապես այս ներխուժումը դառնում է ինքնիշխան մի երկրի տարածքների վրա ներխուժման պարագա։ Հայկական կողմը հաստատել է, թե մինչև օրս կան  135 զոհվածներ, վիրավորվել են շատեր, և մի քանի զինծառայողներ էլ գերեվարվել են Ադրբեյջանական բանակի կողմից որպես ռազմագերիներ։ Պետք է ասել, որ Ջերմուկը ջերմային ջրերի քաղաք է և խմելու ջուր է մատակարարում հարակից մի քանի համայնքների։ Ջերմուկի ջրամբարների վրա հարձակումները կունենան աղետալի մարդկային և բնապահպանական ազդեցություն։

Վերսկսած ներխուժումը Հայաստանի Հանրապետության տարածքներ, բացահայտ փորձ է խախտելու միջազգային օրենքները՝ հետագային վտանգելով համաշխարհային անվտանգությունը։ Հայաստանի դեմոկրատական ​​Հանրապետության դեմ Ադրբեյջանի սանձազերծած այս ներխուժումը տեղի է ունենում ոչ-վիճելի տարածքների վրայ, ոչ էլ չեզոք գոտու վրա, այլ՝ Հայաստանի Հանրապետության միջազգայնորեն ճանաչված տարածքներից ներս։ Սա մարդկության դեմ ուղղված հանցագործություն է, որը խախտում է միջազգային օրենքները, ինչպես Ուկրաինայի դեմ Ռուսաստանի Դաշնության հարձակումը։

Կանադան երկակի չափանիշներ է ցուցադրում իր արտաքին քաղաքականության մեջ՝ դիմակայելով պատերազմական նախահարձակ Ռուսաստանի Պուտինին՝ միաժամանակ սերտ կապեր պահպանելով Ադրբեյջանի բռնապետ և նախահարձակ Ալիևի հետ։ Կանադայի կառավարությունը պետք է միջոցներ ձեռնարկի, որպեսզի Ադրբեյջանը պատասխանատվության ենթարկվի իր գործողությունների համար, և որ անհապաղ դադրեցնի մարդկության դեմ հանցագործությունները:

Մենք կոչ ենք անում Կանադայի կառավարության ռազմական և ֆինանսական պատժամիջոցներ կիրարկել Ադրբեյջանի նկատմամբ, ինչպես դա արել է Ռուսաստանի դեմ, և նպաստել միջազգային խաղաղապահների տեղակայմանը Հայաստանի պաշտպանության համար: Կանադան պետք է Հայաստանի բնիկ բնակչության հետ վերաբերվի նույն աջակցությամբ, ինչ ցույց տվեց Ուկրաինայի ժողովրդին։
