Palestinian Authority Protests Against Patriarch Manougian’s Actions

On the deal on a plot between the Armenian Orthodox Patriarchate in East Jerusalem and the Israeli occupation municipality.

In light of Israeli intensified efforts to Judaize Jerusalem, Dr. Ramzi Khoury, the president of the Higher Presidential Committee of Church Affairs, sent a letter to the Catholicos-of-All-Armenians Patriarch Garegin II concerning the Armenian Quarter inside the Old City of East Jerusalem. In the letter Dr. Khoury stressed the fact that the Quarter is an integral part of Palestinian occupied territory governed by the resolutions of international legitimacy. He noted that he had sent two communiqués to his beatitude Nourhan Manougian, Patriarch of the Armenian Orthodox Church in Jerusalem for further clarification on the Armenian Patriarchate’s leasing of the plot of land – known as Cows’ Garden – to the Israeli occupation municipality plan aiming at altering the historical and topographic feature of the Armenian Quarter which is owned by Palestinians of Armenian origin. Furthermore, Dr. Khoury pointed out in the letter that the Armenian Quarter located in the Old City has been entrusted to the Armenian Patriarchate since the fifth century.

Unfortunately, however, the Palestinian leadership has not received any clarification from the Armenian Patriarchate, and there was a massive diffusion of news from both internal and external sources about the fate of the previously mentioned land plot. Due to the important geographical and strategic location of the plot of the land, the Palestinian leadership deemed in incumbent to demand clarification from the Armenian Patriarchate in Jerusalem aiming at preserving the legal and historical status of the city of Jerusalem. The Palestinian leadership also indicated that the international law, international legitimacy and relevant United Nations General Assembly resolutions apply to Jerusalem, particularly at the present time, especially with Israel’s attempts to Judaize the area situated between Omar ibn al-Khattab Square, Jaffa Gate, and the Jewish Quarter in the Old City.

Furthermore, the Palestinian leadership required urgent clarification from the Armenian minister of foreign affairs and the Catholicos in Armenia on the circumstances of the leasing of the above plot of land, the duration of the lease and future land use. Moreover,  the Palestinian leadership communicated the discomfort and worry of the local Armenian congregation about the actions of the Armenian Patriarchate in Jerusalem, accusing the Patriarch of taking unilateral decisions during the last few years. These decisions, the Palestinian leadership pointed out, might have negative repercussions on the final status quo in Jerusalem and the custody of the Hashemite Kingdom of Jordan of the holy places in East Jerusalem. In this regard, the Palestinian leadership has intensified its contacts with all relevant authorities, particularly with Jordan, Armenia and the heads of Churches in the Holy Land and the world.

Պաղեստինի եկեղեցական գործերի նախագահական բարձրագոյն կոմիտէ

Արեւելեան Երուսաղէմում Հայաստանեայց Առաքելական Պատրիարքութեան (Սրբոց Յակոբեանց Միաբանութիւն) եւ իսրայէլեան գրաւող իշխանութիւնների քաղաքապետութեան միջեւ դաւադրական անօրինական գործարքի վերաբերեալ:

Եկեղեցական գործերի բարձրագույն նախագահական յանձնաժողովի նախագահ դոկտոր Ռամզի Խուրին Ամենայն Հայոց Կաթողիկոս Գարեգին Բ.ին ուղարկել է նամակ, որը վերաբերում է Արեւելեան Երուսաղմի Հին Քաղաքի տարածքում գտնուող Հայկական Թաղամասին: Նամակում դոկտոր Խուրին շեշտել է այն փաստը, որ թաղամասը Պաղեստինի գրաւեալ տարածքի անբաժանելի մասն է, որը ղեկավարւում է միջազգային օրինականութեան բանաձեւերով: Նա նշել է, որ նախկինում երկու հաղորդագրութիւն է ուղարկել Երուսաղէմի Հայոց Ուղղափառ եկեղեցու պատրիարք Նուրհան Արք. Մանուկեանին՝ Իսրայելի քաղաքապետարանին հայկական կալուածների վարձակալութեան կապակցութեամբ պարզաբանումներ ստանալու վերաբերեալ, նպատակ ունենալով փոխել տալ Հայկական Թաղամասի պատմական եւ տեղագրական առանձնայատկութիւնը փոփոխութեան ենթարկելու ձգտող գործարքը, քանի որ Հայկական Թաղամասը պատկանում է պաղեստինեան հպատակութեամբ հայերին: Բացի այդ, դոկտոր Խուրին նամակում նշել է, որ Հին Քաղաքում գտնվող Հայկական Թաղամասը հինգերորդ դարից վստահուած է Հայոց Պատրիարքարանին:

Սակայն, ցաւոք, Պաղեստինի ղեկավարութիւնը Հայոց Պատրիարքարանից չստացաւ որեւէ պարզաբանում, եւ լուրերի զանգուածային սփռում կատարուեցաւ ներքին եւ արտաքին լրատուամիջոցներով` վերեւում նշված հողակտորի ճակատագրի վերաբերեալ: Հողամասի աշխարհագրական եւ ռազմավարական կարեւոր դիրքի պատճառով Պաղեստինեան հեղինակութիւնները պարտականութիւն համարեցին պահանջել պարզաբանումներ Երուսաղէմի Հայոց Պատրիարքարանից` նպատակ ունենալով պահպանել Երուսաղէմ քաղաքի իրաւական եւ պատմական կարգավիճակը: Պաղեստինեան ղեկավարութիւնը նաեւ նշել է, որ միջազգային իրաւունքը, միջազգային օրինականութիւնը եւ ՄԱԿ-ի Գլխաւոր Ասամբլեայի համապատասխան բանաձեւերը վերաբերում են Երուսաղէմին, յատկապես ներկայումս Իսրայելի կողմից հրեականացման փորձերին՝ Օմար իբն ալ-Խաթաբ հրապարակի Եաֆֆայի դարպասի եւ հրեական թաղամասին Հին Քաղաքի տարածքից ներս: Բացի այդ, Պաղեստինի ղեկավարութիւնը հրատապ պարզաբանումներ պահանջեց Հայաստանի Հանրապետութեան արտաքին գործերի նախարարից եւ Ամենայն Հայոց Կաթողիկոսից` վերոնշեալ հողամասի վարձակալութեան, նրա տեւողութեան եւ ապագա հողօգտագործման հանգամանքների վերաբերեալ: Դեռ աւելին՝ Պաղեստինի ղեկավարութիւնը հաղորդեց իր անհանգստութիւնն ու մտահոգութիւնը Սրբոց Յակոբեանց Միաբանութեան՝ պատրիարքարանի գործողութիւնների վերաբերեալ` պատրիարքին մեղադրելով վերջին մի քանի տարուայ ընթացքում միակողմանի որոշումներ կայացնելու մէջ: Այս որոշումը, նշել է Պաղեստինի ղեկավարութիւնը, կարող է բացասական հետեւանքներ ունենալ Երուսաղէմում վերջնական ստատուս քվոյի հաստատման, Յորդանանի Հաշեմիթեան թագաւորութեան եւ Արեւելեան Երուսաղէմի սրբավայրերի պահպանութեան վրայ: Այս առումով Պաղեստինի ղեկավարութիւնն ակտիվացրել է իր կապերը բոլոր համապատասխան մարմինների, մասնաւորապես Յորդանանի, հայերի եւ Սուրբ Երկրի ու աշխարհի եկեղեցիների ղեկավարների հետ:
